That's nice and utopian and stuff, but I don't see how it could possibly work out. Put simply, most people who can afford to rent or lease a car already probably can't afford to keep it here, which is why they don't rent or lease cars in the first place if they live in the city. I'm in that situation you mention above. I keep my car in New Jersey. I rarely need it, but it's there if I want it. It's a small cost to living in the city, as far as I'm concerned.
