 Two years after President Bush talked about the "axis of evil" for the 
 first 
 time in his State of the Union Address, Richard Perle, who has been 
 recognized as one of the key strategists of his generation, will offer 
 an assessment of the situation. 
  
 Richard Perle is the co-author, with David Frum, of the recently 
 published 
 book, An End to Evil: How to Win the War on Terror (New York: Random 
 House, 
 2003). 
  
 We are also in the third year of the War on Terror, war imposed on the 
 United States with the 9/11 attacks. 
 In their book, Perle and Frum take stock of the situation and chart the 
 way 
 ahead, confident that the United States and its allies shall win a war 
 they 
 are waging on behalf of mankind as a whole. 
  
 As one reviewer says, the Frum-Perle book presents "... a radical, 
 even revolutionary, vision of the contemporary world and the role that 
 the United States can and must play in reshaping it. The authors propose 
 changes that, if implemented, would radically alter the way the US 
 itself is governed. 
  
 The White House, the State Department, the CIA, the Pentagon, the FBI 
 and virtually every other part of the US government would change beyond 
 recognition."
