 That would ground almost every aircraft in the world. 
  
 The amount of rudder deflection thats safe at 120 knots 
 will overstress the airframe at 400 knots. Overstressing 
 ANY aircraft is possible, thats why the flight handbook 
 is full of  thou shalt not's
