The newly elected president must operate under the "old" budget for the first nine months of his "new" term in office. He must also overcome the one or terms of administering the annual budgets. The annual budget, passed by June/July, takes effect on November 1st. The new term of office takes effect in the following January (20th). Specific spending programs, contractual or remaining portions of spending bills signed into law by the prior administration, also must be completed. George Bush was debriefed by Clinton on all matters related to programs and budget, foreign affairs and the status of intelligence gathered at tat time. The key is the status of intelligence as of January, 2001. George Bush's administration was still under the budget of Bill Clinton's administration when "9/11" (2001) took place. And the programs, such as the intelligence (all departments that developed homeland and foreign information) and military funding were initially under the penmanship of Clinton's administration. The George W. Bush administration was barely off the ground. It had been widely known that the intelligence capabilities of the US government had been curtailed, modified and/or weakened to the point that Bush could only react, not anticipate what was ahead for the US's involvement and commitment. In this election, John Kerry is talking of what he will do and doing so in not so clear terms, but he will do it on the Bush administration's budget. When he claims to have a plan, that so-called plan would not be in full force until well after November of 2005. He knows it just as Bush knew what he had in the Clinton budget when he took the oath of office. If anyone wants to place blame, take a look at the eight years of the Clinton administration's programs and projects and how the administration passed the "baton" to Bush and what condition it was in when it was passed. To draw an analogy of what George W. Bush had to deal with, he was given a debriefing description of the world's condition by Bill Clinton. It like small waves washing ashore on US land, the US embassies, the US Cole, the 1993 World Trade Center, while the unseen storm roiled in the distance, some eight months away: 9/11.
