Remember how he thought that making respect for human rights a fundamental
aspect of US foreign policy? He'd planned on sanctioning countries
regardless of whether they backed the US or the USSR. But the leftists
among his advisors convinced him that he'd only be credible if he picked
one of the countries that had been backing the US.
So he picked Iran, and withdrew support from the Shah, as the first step
in his plan to make this a more peaceful world.
