 Given the deregulation of the last 25 years and the results in the S&L 
 crisis, the tech bubble, the merger mania, the Enron scandal and the 
 rest, and the brokerage scandals and the insurance scandals, etc., 
 etc. -  you want to speak of over regulation? 
  
 You might also try to rationalize why our "over regulated, over 
 litigious" society still out performs all others. Could it be there's 
 actually a cause and effect there?
