Being an occupier implies that there is a gov't body in
place that could take control if only the occupation were to
end.
That's the fallacy here that is misleading everyone! In
truth, the gov't collapsed completely after the invasion,
and/or the invading force swept away what remained. Thus,
in reality what we have here is nothing less than a Military
Junta. And what was set up is not an occupational
authority, but in fact a provisional government!
The distinction is fine but non-the-less very important.
Because the new Iraqi government will be one, that is
created and imposed by the provisional government, not one
that is merely going to be allowed to resume it's command.
This is why we need help, since any attempt by us to
create any new form of gov't, will be seen as a design that
Iraqi nationals will eschew. No matter, be it good or bad,
just that it has a foreign taint to it, it will be
rejectable out of hand as repugnant. In fact, such
rejection will be and is an available and important plank in
any new platform for domestic policy.
So, Bush will be unable to remove such a taint from
anything, no matter what he does, certainly not by playing
semantics. It is either pass control to a diverse group
that can, at the least, win consent and form consensuses
with the people, or remain and induce the entire region to
spin slowly out of control.
Clearly Bush doctrine "U parka my place, I breaka U face,"
isn't working
