 So find a LD carrier that does not charge a monthly fee or have 
 a minimum. They are out there. If you have Verizon local 
 service, you should be able to take them as your LD carrier with 
 no fee, and they will pay (or not charge you) to switch. Then 
 don't use them if you don't want, but at least you won't get an 
 obscene monthly charge if you make a 2 minute call.
