You should have called the manager over to the shelf with the DVD-R's. At
that point tell him that you are going to open up the package and if it
is empty, you expect him to give you a refund and take all of the existing
stock off the shelf or you will report them to the BBB. Something tells me
parts of the story are missing because I can't see a store like Best Buy
trying
to cheat a customer out of a few bucks.
