One of the reasons Brooklyn lost its independence (officially, it wasn't taken over by NYC - NYC, Brooklyn, Staten Island and what is now Queens were consolidated into a new 5 borough city) is that King Charles II drew the border between NY County (Manhattan) and Kings and Queens counties so that NY County got the entire East River up to the high tide line of Long Island.
