 No, I'm saying the punishment should fit the crime. It would 
 have been sufficient in my case to paste a warning sticker on my 
 car - I would not have parked there again. But I was subject to 
 carnapping and the extortion of $160 for a most trivial 
 violation that harmed no one.

 wouldn't be at all surprised if you, Phil, given the chance,

 Does Giuliani accept responsibility for his behavior when it is 
 abusive or in error? No, like CVS stores and their carnapping 
 goons, he believes "might makes right" and does as he damn 
 pleases, steps on whomever he wants to, because he is rich and 
 powerful and usually gets away with it. You protest too much, 
 Phil. Despite all your talk of responsibility I suspect you 
 might do the same thing if you were in a position of authority. 
 You most certainly are an authoritarian, believing we must obey 
 all "rules" to the letter and never question or fight them.
