I disagree with this. That's putting them to a lot of hassle to be
nice to people for little benefit, especially since most people would
simply ignore the notes and keep parking there until you towed them.
The above method assumes people are fair and reasonable, something
experience has shown us isn't often true.
But I also think Phil is missing that the tow driver did kidnap
your car - it wasn't taken back to the yard because he would have had
to report towing you and give *them* the money. It's clear from his
methodology that he wanted to keep things off the books and pocket the
cash.
