 He isn't.  He is just asking not to annoy your neighbors.  Many alarms are 
 improperly adjusted and will go off when a car goes by.  These same alarms 
 also don't reset themselves, as required by law now, and keep wailing until 
 the battery dies.

 Depends on your neighborhood.  At least emergency vehicles pass quickly. 
 I've personally witnessed alarms wailing away for hours.  One night there 
 was a car that had two alarms that just kept going on and on.  It pissed 
 off one of the neighbors enough that they went out and broke all the 
 windows on the car.

 Maybe a really heavy fine for an alarm that is not properly adjusted is 
 in order.
