  It's pretty clear from the story that the driver did this person's 
 car "off the books" and planned to keep the dough. The OP likely could 
 have haggled him down to a $100 or so if he'd wanted. Saved himself 
 the trip to the yard and the guy pockets the dough and never lets the 
 yard know he had a tow. 
  CVS had nothing to do with it, other than (contrary to his 
 beliefs), paying the tow company for removing non-customers cars. It's 
 quite a racket, the way tow companies make money both ways.
