 Why would anyone be surprised by the data?  Was there any doubt that 
 this is done to raise money, nothing more.  It has nothing to do with 
 easing parking problems.  As people look closer at the governors budget, 
 people are finding more of these tax increases that unless you look very 
 carefully would not be seen as what they are.
