 Walker was a liberal and a playboy.  He resigned in disgrace in 1932

 Maybe those who lived where these clubs are weren't fond of the noise 
 or rowdiness of the club patrons.  I can think of several places in 
 Manhattan that have signs outside the door telling the patrons to keep 
 the noise down and not hang outside.

 You're going to blame a liberal's prejudice on being a conservative
