 That's the law. It is that way to deter people from parking in lots then 
 going all over the place to shop if CVS pays the taxes on their parking lot 
 they get to decide whether it is to be used for customers only. You actually 
 got off pretty cheaply the actually could've charged you anything they 
 wanted to bring it back to you. If you had gone to the towing company lot to 
 retrieve it, it would have only been $100 plus tax. In saying you had to pay 
 the tax to get a receipt, he was actually trying to give you a break. You 
 got off easy count your blessings and next time you park somewhere check the 
 signs well. This happens all over the city.
