 The municipal lot in White Plains across the street from the Westchester 
 Mall (which was free on Sundays) has been replaced by a Stop & Shop 
 parking structure. I have parked there, bought something at Stop & Shop, 
 then gone across the street to the mall. Is that acceptable? The last 
 time I was there, a towtruck was removing a vehicle, but I could not 
 find any signs about "S&S Customers Only."
