 Mike may take that as an admission, but I won't.  Reagan, like any 
 President, submits budgets to Congress.  If Reagan were more serious about 
 "fiscal responsibility," he could have presented smaller budgets than he did 
 to make his point.  But the bottom line is that big government Republians, 
 like big government Democrats, just love to spend $$$ that isn't theirs.  If 
 they didn't, they wouldn't be part of big government as we know it.
