There are, I think, no news servers which (intentionally) allow access
to all and sundry. You need either:
1. to be connecting via the provider's own system (ISP, college,
whatever), or
2. to have a subscription, which may involve payment (Supernews,
Giganews) or may be free (individual.net).
The second type normally requires authentication by provision of a
pasword.
You can't just connect to a randomly chosen news server and expect to
get a service (which somebody, after all, is paying for).
