 An alt. group can be started in approximately 5 minutes, moderated one in 
 6!  A SUCCESSFUL alt. group takes a little longer.  Why don't you start by 
 reading the post "[TIP] Where to find out how to create a newsgroup", only 
 a few messages below your query.
