 propogation in ALL newsgroups is non-deterministic. 
  
 JUST like email, it is truyly a wonder that it works so well 
 the vast majority of the time. 
  
 A mere eleven hours is *whine* territory. 
 Especially for a recently-created moderated group. 
 When you start seeing worse than 24, I _might_ advise concern.
