It is indeed, and I've subscribed to it.
I think that the time to create a specific Android group would be when it is
overwhelmed by discussion of Android to the exclusion of every other
relevant
topic, and that's a long way from happening at present.
Perhaps one reason for the lack of participation is that in many places
"mobile phones" are called "cell phones" or "handy".
People might become more aware of it now that the term "mobile device" seems
to be catching on.
