 My question is, why is it that every time I try to post messages for 
 assistance at *.comp .* groups, they bounce the message.  What kind of 
 decisive action must be taken to arrange for the group's charter to be 
 communicated by which  I've seen numerous messages like the one that I'm 
 trying to send, and they refuse to let my posts go through. 
  
 Second question, about a humanities.cybernetics and soc.cybernetics, where 
 do I go, and what do I do?  I've made a RFD for both, but I've heard 
 nothing.  They said that they were changing thier process.  What steps are 
 required?
