 It doesn't answer the question in detail, but my own observation has 
 been that they often create it once there is enough traffic,  where 
 "enough" is an unknown but finite quantity. 
  
 They mention the other obvious requirement, that the group has to be 
 part of their incoming feed.  If it is localized, it won't get to them 
 (or the rest of the world, for all that matters).
