You are. You may, and indeed should, change the Subject line if it
clearly does not correspond to the topic of the discussion (assuming,
of course, that you wish to continue the thread).

Google Groups is broken. It even groups messages together by the
Subject line alone.

No, the point there is that _user agents_ (newsreaders) should have a
followup-to command that constructs a Subject line in a particular way.
The user may then decide to change that line.
