Uploaders, possibly. Downloaders, with great difficulty.
Uploading will leave an address or reference tag which could
be traced back to the source, IF it hasn't been forged. So
it is quite possible to nail a naive uploader. It has indeed
been pointed out that certain constabular agencies have news
servers, but what they do, who knows?
Downloading is anonymouse beyond the domain of the news server.
A server admin could snoop and track who is requestion what
group messages, but an agency would have to do that one server
at a time (as opposed to sitting on there server and seeing it
all happen). And that's a LOT of servers to snoop.
