If it actually comes to a vote, you vote against removal. In order for a
removal to succeed, there have to be 100 more votes for removal than
against, and at least 2/3 of the votes have to be for removal. Note that
the first half of the rule means that even if no one votes against
removal, there need to be at least 100 votes in favor of removal.
