 It was a long time ago, at least in Usenet years. 
  
 The last one I remember was soc.culture.macedonia, which 
 got NO votes from all accounts at Greek Universities, but 
 probably had enough legitimate NO votes to fail. 
  
 I think the final count (even removing forged votes) was over 4000 
 no.
