It is not always quanity , it can be sometimes quality.
The NYM would need to be known well enough that it can get 100 +
number of No votes if just a vote on the ID.
Of course a moderatered RFD is not just voting on a moferator, and if
a team of moderators are invloved there will be No votes not against
anyone NYM.
