Already discussed, has a problem of somebody recieving an RFD first
time and not know about process.

Imposes an extra burder on a voter, need to establish a snail mail
address, also letter might not show up in time, after all we are
talking world wide and it can take months for snail mail to cross some
borders.

So all the trolls and spoiliers are automatically regeristered? Does
not strike me as best solution. Also in some cases might be able to
co-opt a voter that has moved on to another address.
