So, someone sees an RFD/CFV posted in his favorite newsgroup. The proposal
is for a new group..the person is very interested in creating this new
group. The person has three years of posting history in his favorite
group..a very well respected contributor. He has never voted on a CFV
before, and he did not register prior to the posting of the first RFD
because he had no idea this proposal was in the making. There are
dozens..potentially 100 or more valuable posters on the given topic that
are denied the ability to vote because they never voted on a CFV before, or
because they weren't clever enough to register months before they even knew
about the proposal.
