If you mean the Big-8, use the term "Big-8" or "Big-Eight",
because these days, "traditional hierarchies" no longer has meaning
in these hierarchies.

You really should elaborate on "this gap". The mere lack of existence
of such a group does not mean the subject is not discussed in the
Big-8, or that there is no group where it is discussed as a subtopic
of a more general subject. What about talk.religion.misc (e.g. why
is it in the distribution)? There may be little in the way of a gap
at all.
And on the topic of other groups, what other non-Big-8 groups do
exist that discuss satanism? You have alt.satanism in your
distribution. How will the existence of that group impact the
proposed group? Will readers be expected to move from there to
the proposed group? Do those reader actually want to move to
the proposed group?

list major topics.

My standard proposals rant:
Quality, usefulness, merit, or non-newsgroups popularity of a topic
is more or less irrelevant in creating a new Big-8 newsgroup.
Usenet popularity is the primary consideration.
