 We already see a low voter turnout. 
 Though other schemes can be used besides regersration.   Also if any 
 sheme was decided on it could be circumvated. 
  
 A long time ago,  pehaps when self conducted polls or shortly after 
 UVV came into being, votes were invalidated bacause of "No Usenet 
 Presense" .  This rule was discarded because lurkers do have the right 
 to vote. 
 Even if there was a descion to go back looking for a Usenet Presense, 
 if one wanted to multi-vote all they would need to do is maintain two 
 or more identities. 
  
 Regeristratin of voters depending on the amount of data requested 
 might not be that chilling,  however demanding my true name, address 
 certainly would pervent me from regeristering, if such details not 
 required a voter  could still multi-vote. 
  
 So problem would not be solved by that scheme, perhaps even 
 esxperated.
