 There's only been at least 50 proposals over the years. Yours is very 
 unique - not. 
 Popularity of a newsgroup can only be measured by the amount of 
 legit traffic. You say there is too much traffic then apparently you 
 feel this group is too popular. 
 Why is this group popular? Because it's been flexible. It's been 
 accepting. 
 Can't say that about what your proposals will create. But it's 
 no money out of my pocket so do what ever floats your boat.
