EXCUSE ME. Russ' "lack of willingness... to let the communities
self-govern their own charters"? Where on Earth did you get that
from? Russ is on public record (repeatedly) stating exactly that
charters are strictly under the purview of the readership and NOT
by him or anyone currently related to the NAN infrastructure. He
has stated that if a readership wants to change a charter, they
just do it without asking for some higher quasi-authority to
ratify it. If that isn't self government, then you have a strange
idea of what it is.

Quality, usefulness, merit, or non-newsgroups popularity of a topic
is more or less irrelevant in creating a new Big-8 newsgroup.
Usenet popularity is the primary consideration.
