Simalar proposals can not go forward at the same time rule would tend
to apply for another proponent to step forward. The general rule is
first proponent controls the discussion until resolution. However
n.a.n moderator does have the right to supercede the whom controls the
proposion for topic space.

Well I am sure you would know about the traffic, though could be
moderation policy or perhaps missing moderator.
I have not looked at the guidelines in over 6 months and missed a lot
of discussion during that period of time. I reserve the right to be
in error concerning the current guidelines. I am also sure I will be
soon corrected if I made a statement that does not reflect current
policy.
