 I am also uneasy about the seemingly arbitrary exclusions and inclusions

 Quality, usefulness, merit, or non-newsgroups popularity of a topic 
 is more or less irrelevant in creating a new Big-8 newsgroup. 
 Usenet popularity is the primary consideration.
