 Yes there is.  That is why we're here first to hash it out to 
 reduce future problems.  OTOH, there is no way to predict the 
 future except as based on the past.  Usenet groups require 
 "social maintenance", there is no escaping it.

 I agree.  OTOH the proposal and charter are not overwhelmingly 
 complex in any casse.
