 Whitelisting can take a HUGE load off of moderation load.  You really 
 ought to consider it from the beginning, maybe even generate a preliminary 
 list beforehand from the existing group.

 You should define it in advance.  When you get flooded, you want to 
 be able to state in the rejection notice in no uncertain terms that 
 the posting is in violation of the group or moderation policy.

 Quality, usefulness, merit, or non-newsgroups popularity of a topic 
 is more or less irrelevant in creating a new Big-8 newsgroup. 
 Usenet popularity is the primary consideration.
