Then if the territory of the newsgroup is going to be THAT open,
it should be in talk.*, not soc.*.

Emphasis is not possible in an unmoderated newsgroup if the users
have other intentions, since no one can dictate the intentions
of those users. The proposed name and what you say the emphasis
is both become irrelevant under the expected conditions. That is,
I don't think what you say the emphasis will be is what the
users will emphasize, and I don't think they will care if the
group is under soc.* or talk.*. You'll have to somehow prove
otherwise, if you can, if you want to convince the doubters, and
you should do it before the vote because I think you are facing a
few extra NO votes on this and related concerns.

Quality, usefulness, merit, or non-newsgroups popularity of a topic
is more or less irrelevant in creating a new Big-8 newsgroup.
Usenet popularity is the primary consideration.
