 This is for the founding of new newsgroups, not the maintenance of 
 groups already founded.  There is *no* mechanism in place for revising 
 charters that I'm aware of.  (There's a reason for not installing 
 moderation in place, also). 
  
 No amount of not getting it the first time it was explained by someone 
 authoritative will make the policy change.
