 Not sure if stribures are correct, there is no good place to discuss 
 amendending a charter.  A Charter can not be changed , except 
 (posible) in a re-org.

 News.groups discusses proposed new charters, not changing existing 
 ones.  Also of things not on-topic here is users not following the

 There is no way to admend a charter, no votes no process to have the 
 official charter amended.  The only way a charter can posible be 
 changed is though a re-org of a number of groups.  The minimun time to 
 achieve such a thing is 47 days, though most likely will take much 
 longer.

 Wel there are ways to forge a control message however most providers 
 would ignore it.  Also whomever sending to forge might be subjected to
