Not sure if stribures are correct, there is no good place to discuss
amendending a charter. A Charter can not be changed , except
(posible) in a re-org.

Wel there are ways to forge a control message however most providers
would ignore it. Also whomever sending to forge might be subjected to
losig access to internet via which provider used to send a frodged
message.
