 That may be true in theory.  In practice, if a group is dead, there 
 isn't much impetus for subsuming it into an existing group.  And these 
 days, it is all but impossible to get rid of a dead group altogether. 
 That is one reason for the emphasis on making certain there is an 
 active readership for a group before it is created.
