That's certainly the weakest point of the proposal. Some folks are
quite aggressive about using r.a.d for extremely OT purposes, and they
will at least initially continue to do so, of course.
OTOH, a similar situation on sci.space many years ago resulted in
the eventual and fairly successful creation of sci.space.policy. So
there is some evidence suggesting this could work over time, if not
immediately.

Not this proposal specifically, although we have periodically had
discussion of splitting the group along various lines. Typically they
come to nothing when nobody ends up willing to follow the formal process
- thus an attempt to move one stage further.
