The same criterion can be used for moderated and unmoderated groups.
The only difference would be that the moderator would have to approve
the RFD for a moderated group, or at least not refuse to approve it
(non-refusal can be done by omission). The main problem is that
people keep rememebering the problem, but forgetting the solution.
