 I admit I have never seen this popcon graph on a package that is not

 Its spiking in the last month (week?).  The vote graph is kind of random 
 and always below 10.  The installed graph is jumping one order of 
 magnitude in the last month compared to the time when it was probably 
 really used.  No idea what this might mean. 
  
 I'd consider a pre-removal bug - possibly of RC severity to make 
 potential users really aware.  On the other hand modernising the 
 packaging is possibly the same effort than drafting an RC bug that 
 explains all this ...
