 At least from what you are describing this should already be supported 
 as part of €€3.0 (quilt)€€ with its multi upstream tarball support, 
 known in some places as MUT, or now as addon original tarballs. See 
 the dpkg-source(1) man page for .orig-.tar. (or previously 
 .orig-.tar.), where each addon orig.tar is extracted 
 into /. 
  
 But perhaps you are thinking about something else?
