 Checking dmesg in a Debian 13 running system from an existing rootfs I see: 
  
 Qualcomm Atheros AR8031/AR8033 2188000.ethernet-1:01: attached PHY driver 
 (mii_bus:phy_addr=2188000.ethernet-1:01, irq=POLL) 
  
 So I think that adding this driver to the SD image should fix the issue.
