I'm curious if this is yet another nativecomp-related bug. Does this
resolve the problem for the affected user:
$ mv ~/.emacs.d/eln-cache ~/.emacs.d/eln-cache
and then try your reproducer. My hypothesis is that this will solve
this seemingly user-specific issue and that a nativecomp-related bug
fulfills upstream's suspicion that [part of] transient is loaded from
the wrong place.
